Shut down procedure

I have Mercury Mail on my home machine (Win98 first edition) with the important job of separating my wife's mail from my own.

When the machine is shut down, I understand that Mercury needs to tidy up particularly if mail transfers are in process.

However, sometimes it seems to fire itself up again as a new instance and go to the ISP for mail as if just started. This does not make sense to me. I understand why the original instance might need to tidy up but not the need for another instance to fire up.

Have I got it configured wrong?

theres a program called loader.exe which goal is to restart mercury when it fails. I dont use it, but if you do, it could be the cause.
