Sharepoint Guest Users

I am new to sharepoint services and have installed it on a server. We have Active Directory and even when I create users from within sharepoint it doesn't make a difference what security group I assign them - all users have administrator rights. How can I restrict the user rights to what I have assigned when the users are created i.e. if I assign someone as a Reader they can still add tasks/announcements etc but surely they should only be allowed to read them.

what kind of access do the users have on the actual server? If a user is an Administrator on the server where sharepoint is installed, those users will also have full access to sharepoint (even without being added as users in sharepoint at all).

Thanks Thomas, that's cleared one thing up.
I am part of a systems development group and that group was set up as an administrator on the server.
Do you have any good documentation or links that could help me with the administration side of sharepoint?
We had a developer who was working with sharepoint be he has left the company and I am trying to pick it up with no previous knowledge.
