Share VM without SCN 1

Scenario:
We'll have 2 sites, each with their own IPO and VM Pro running 4.0.7. The network link between sites is not reliable enough to support VoIP traffic so they may not even want to use 4 digit dialing, although it will be set up.
Is there a way for users to forward VM messages to users at the other site with this setup?
