Share Violation After some idle time

I have a clarion 5 app running on a Windows2K server, when a user is inside the app after some idlle time if they maximize the app again it gives this error. [File (X:\file.tps) could not be opened. Error: Sharing Violation (64). Press OK to end this aplication.]
What could possible be this?

I would review the MSKB articles on Opportunistic Locking, Q129202 and Q219022.
