Share security woes

I want users to be able to modify but not delete files in a shared folder, and to be unable to delete the folder itself. I can't even prevent them deleting the folder as things stand.

In access control settings security I have everything allowed except for delete (applied to the folder only), which is explicitly denied. Inheritable permissions are not propagating to the object. Users have full control at the share permission level.

Why can a user delete the folder across the share?

for file and folder lever permissions to take effect, you must have the partition NTFS formatted.

check to see if you have the users added in some group other then users.

also, use administrator account to create or set permission on this folder.
