If you are using Exchange Server, Outlook should be configured for Corporate or Workgroup, what you can do is go to your folder list and you will see Public Folders as well as your Mailbox......well in the public folders, create a new folder called Contacts or what ever and put the contacts in there and everyone can see them.......

You sort confirmed what I thought. I guess it is not possible when the outlook is not configured for exchange or workgroup. They'll just have to change it I guess.
We don't use exchange, we use a linux based email server. I created html pages with the links on them...ie: all employees names and our email groups...then all user has to do is go to html doc from shortcut on desktop and click name of person...works just like a reg email link.
