Shadowing

We have a Citrix network and my question is how to configure citrix to allow a non-admin level user to perform a shadow session with another user. We are using Presentation Server 4.5
If I use the Shadow button, no users show up, if I use the Access Management Console, the users show up but I don't have an option to shadow even though I have allowed full rights to my user account in permissions
