Shadowing - 2 policies

Is it possible to have one group that can shadow everybody with Input On, Notify Off, and another group with Input On, Notify On?

Policy 1:
Input On, Notify Off
Granted access - IT group
Assigned to: MetaFrameXP_Users

Policy 2:
Input On, Notify On
Granted access - Training group
Assigned to: MetaFrameXP_Users

This works fine for members of the IT group. When members of Training try to shadow someone, they cannot see any of the users who are logged on in the Shadow Taskbar. If you click a published app or Server, no users show up as being logged on.

Under the Citrix ICA connection on each server, the default is set to Input On, Notify Off.
