Setup phone to autodial an ext? 2

It is possible to create a extention that doesn't allow dialing. When the handset is picked up, it automatically dials a programmed ext. Kinda like the red presidential phone. We just want it so when its picked up it rings another location and then they answer, but the user cannot dial anyone else? I know this is kind of a weird request. lol any help is greatly appriciated...

NOt an odd request, the feature is called "Hotline Inside/Outside". Look this up in feature programming manual. It is pretty straight forward.
