Setup Advice for DHCP and WINS

I want to set up a 2nd DHCP Server and a WINS Server on a BDC in a WAN network. Do I use the same settings for the DHCP Server as the one on the PDC and what other specifics do I need to be concerned about.

For DHCP, set it up but with a different scope of addresses.

As far as WINS, set up and configure both to schronize with each other. WINS basically takes care of itself.
