settings permissions in XP

This is what I need to setup... My server is XP Home, User 1 is XP Home, user 2 is Unknown OS. I want user 1 to be able to access the complete server but user 2 can only have rights to a single folder on the server.
I know Home is not what should be on any of these computers since they are in a office, but this is what I was given to work with. Is there a way around all this? I know they should have put 2000 server on this server but it is almost too late to change now. Are there 3rd party programs that will do what I need? Norton Firewall will only allow you to block the ip to the entire computer and not just a folder. Any help will be appreciated...

Let's work with the shared folders on the "Server" XP Home box:

1.) For any shared folder, remove the "Everyone" group, from the permitted accounts, and only add those groups, or accounts that should have access, or better yet, disable the "Everyone" account.
2.) On the share that user1 will access, add this user to the list of permitted accounts, together with any other groups, or accounts that need access.
3.) Remember, that just because user1 can "see" a share, doesn't mean that user1 can do anything with it.

Let's remember we are talking "XP Home". Myself and 3 others techs have looked to find somewhere you can say exactly who can access what folder, but Home nor Pro seem to let you go that far. I am aware you can do this with 2000, but where is it in Home or Pro? It seems you can only go so far in these, then you hit a dead end...

With Home, it appears you can't do what was suggested. At least I haven't been able to and when I checked with MS they said 'groups' are not available in Home (it's also in their HELP information). However, you use groups in Pro. Pro is similiar to 2000. The best way to find groups is to open a mmc.

Start > Run
type mmc /a
that will bring up the console
click on console
click add/remove snap-in
click add
scroll down until you see Group Policy
click on that
click add
click ok
then open and use group policy from the MMC (Microsoft Management Console).

You can also add 'Computer Management' and other tools from there.
