Setting user rights not working

I have a win 2003 server and a win 2000 professional machine. I have set up a user and when I log on from my win 2000 machine and I try to open up a program it gives me the error message that you need to set the user rights to power user. DO I do this on the server or on the client? How? I am new to servers and win 2003.
I made the user a member of the power user group on the server. I am not sure what else you need. When I look on the local machine it only give me the local users.

I did that and it did nothing to solve my problem. I still get the message that I need to be a power user on the local machine. I need non restrictive rights to use the program.
