Setting up VPN with Linksys Router and Windows 2003 Server

I am attempting to set up a VPN with a Linksys Router (BEFVP41) which is a VPN router, and Windows 2003 Server. I have set up a Security policy as described in the following article: (sorry for long url)

I am not successfuly logging in.

I have set this up before but can not remember how I got it to work.
