Setting up Users to access Restore Area

I have a problem setting up user access to the Restore Area.
When I add users I only see 25 of my 110 users. I have tried to find them several times and it still only gives me the same 25 users. The users I see are either the Admin equivalents and External Entitys. The rest don't show.

I am using GW6.0 SP2 and ConsoleOne 1.3.6. Anyone got any ideas??
