What is the procedure for NOT allowing a recipient to recieve or send mail from outside the organization? The inbound seems easy enough, just delete the SMTP addy from exchange admin, right?? the outbound kinda has me stumped. TIA,

Which version of Exchange are we talking about?
 
In the properties of the Internet Mail Service there is a tab marked Delivery Restrictions. On here you can select any recipient in your GAL and the IMS will reject any messages recived from them. It doesn't stop inbound mail though, removing the SMTP address from the recipient will probably do that.

Any user added to that list will receive a non-delivery report if they try to send to a foreign system.
