Setting Up a New Phantom Loop

I am trying to set up a new phantom loop on a Opt 81 running 4.5. We have two phantom loops that are fully utilized - Loops 148 and 152. Loop 156 is being used for VOIP. I tried to create a phantom on loop 144.

Two questions:

1) I am building loop n144 as a Quad Density loop in LD 17 (TERQ prompt). Is this correct?

2) I recieve a 'PHANTOM LOOP 144 IS ENABLED' message after I create the n144 in LD 17. But when I go to LD 97 and enter N144 at the SUPL I get an error SCH5739 -

"Cannot define that superloop. Some internal loops already exist as regular loops. Remove all TNs and route numbers for the four loops higher than the new superloop. For example, to add superloop 4, old 4, 5, 6, and 7 must be
undefined."

I have checked my CEQU and I have verified there are no loops 144, 145, 146, 147. Any ideas on what I am missing?
