Hi,

I'm setting up a FTP server, but I cannnot connect from the outside. I'm trying to elimate possible issues. One concerns port 21. If I can send files to someone's else's FTP site using a standard FTP client like CuteFTP, does that mean Port 21 is open on my end?

If so, I can eliminate this possibility from the equation and pursue something different.

I believe you still have to open the port to accept from WAN to LAN.
 
Your machine will request a connection on Port 21 on the remote computer. The remote computer connects to yours on a different port number (higher than 1024). Your computer tells it which number to connect to.

If you want to run an FTP server, you must run the server software on your end and assign it an FTP port number (usually 21). People will attempt to connect to your FTP server on Port 21 by default. You can change this for security reasons but you'd have to inform the users what port number you've changed it to.
 
Thanks for your help everyone. Our IT guy departed a few weeks ago and I could not access the router because he only knew the password. Since then I downloaded a portscanner utility at webattack.com and discovered that indeed port 21 is blocked.
