Setting up a fax line on 61C

I am trying to set up a fax machine on a Nortel 61C. I thought all I had to do is create a 500 series set with the same DN that the telco is passing us but if I call the number from outside the switch I get a fast busy. If I call the DN 4399 the fax rings.
Any suggestions???

what the number the fax co is sending you and where does it term? a trunk card? or a t1, it's got to get in the switch before it can come out the other end

Is this number a DID?
How is Telco passing this number?
How many Digits?

Hi Guys, It was actually the telco not sending the right 4 digit DID. After I place a call to them it worked.
