I don't know of any way to change the interval for all users (other than switching to the Out of Office service if possible) but you can switch it on a per user basis by opening the mail file in Designer and going to Code->Agents and double clicking on the OutofOffice agent. The properties box that comes up has a schedule button where you can adjust how often the agent runs (as well as if it stops running overnight)
Just keep in mind that if you change design elements to a database directly, they'll be lost if you upgrade or replace the design. If it's something you want applied to all users, better to apply it to the mail template then update everyone's design.
To change this for all users you will need to modify the default mail template. Using designer modify the OOBU agent to the times you want it to run. Update the users mail files with the template
