Setting the Clock

Got past the daylight saving time thing. Have a Vaio laptop that refuses to set the date? It's nuts if you doubl-click on the clock it bring up the calendar and you can actually watch it flip back and forth between 1990 and 1970? If you go in there and set it to 2007 it goes right back? Have ran Adaware and spybot and all looks good...

Control Panel/Administrative Tools/Local Security Policy
Security Settings/Local Settings/User Rights Assignment/Change System Time.

Is anyone allowed to change it?
