Setting Permissions

I need to figure out how to setup a folder on a Window 2k server so that it a user can do everthing but edit and delete a file. I want them to be able to create, read, execute, copy, and anything else. I have tried changing the permissions, but unless I give the user delete permissions, when the user tries to use the "Save As" option and save in that folder a file with no data and a temp file are created.
 
Have you tried going into the advanced permissions and taking delete away there?
 
I have tried turning off Write atrributes, Write extended attributes, delete, delete subfolders and files.

This resulted in not being able to change a file that is made, but only being able to create a new file by making it in an outside folder and copying/moving it in. Though it is properly resricting what i want, it is doing to much. I want to find a way to use the "Save As" option to save to the file.
 
A Save as is an edit as far as the OS is concerned.

It just means my answers are from experience, not a book.
 
Yea, so what i wanna know is there anyway that a user can create like a simple text document in this folder and then not be able to edit or delete it.
