setting handset volume on an individual set

Can someone please tell me how to set the volume on an indivdual set as we have a customer's phone that returns to low default volume and he has to turn it up every use.

login as with installer password
under system programming -> change it to be set based (instead of system bases)
then the settings should stay unique to the phones

If the "receiver volume" setting is set volume, the volume will be at the level thats set, on the next call. If its system volume, the volume will go to a medium level after every call. I have had this problem before and it was always the handset.

I am not exactly sure where to find that setting for set based instead of system

I would have the customer swap the handset.
