SETTING GROUPS TO DISALLOW IP SERVICES...windows 2000 server

how can i set up groups that will be denied ip services. some people need it more than others for downloading large files, and things of that nature. i have a 3 rack system one rack for email, one for profiles, and one for ip services. any help would be appreciated...!!! thanks in advance!!!
 
Can you define what you mean by IP SERVICES?

A DNS request is an IP service. A request for a DHCP address is an IP SERVICE.

What are you trying to block?

well i would actually perfer to deny the dhcp protocol to certain groups depending on their level of importance.
 
it seems as if i have bigger problems than i expected. it turns out that my isa server is suppose to control the ip services throughout my network, but when i take my isa server's ip address out of the router i am still able to connect to the internet. im starting to believe that my isa server is not set up properly...please advise!!! thx!
