Setting DSCP Value on phone Manager PC

I realise that this might be better answered on a Windows forum but does anyone know why I don't have the option on my pc for "NETWORK" when I go to:


1. Select Start > Run and enter gpedit.msc.
2. Open Local Computer Policy > Computer Configuration > Administrative Templates > NETWORK > QoS
Packet Scheduler.

All I have available after Administrative Templates is "Windows Components" nothing else.

I am running Windows XP Pro SP2

I am trying to change the DSCP value for phone manager
 
The QoS packet scheduler has been activated all along yet still don't have options to change settings in group policy settings
