Set my own drive(computer) as a secure site?

WinXp / SP2 - We use an Oracle function which is embedded in our Lotus Notes mailing system. When we click on the Oracle html attachment the I-Explorer opens the file from the user's temp folder - BUT this local location is an 'unknown' site for the IExplorer and it therefore does not want to resolve it further.

How do I add my local C:\ drive or computer to the secure sites? I am struggling with the syntax and I really do not know if it is possible.
 
Well, we found the error - it is a privacy issue with a cookie which I can no longer see - somehow the symbol for a blocked cookie (a red no-entry sign) no longer appears when it finds it - I need to find this...

Go view -privacy report and you will see all the cookies accepted, blocked, or restricted for that site.
