Set File/Folder special permissions read, but not copy? 1

Quick question hopefully. Can I set the special permissions on a folder in Windows Server 2003 / WinXP where the user can open a file and view the contents, but not change the contents or copy the contents or copy the file from the directory or change the file? Essentially I just want them to be able to create a file in a directory and view that file, but not change/copy or delete that file in any way.

With Windows, if they can read it, they can save it.

I've tried ever combo known to man and some not known to man with special permissions and could not get it to work.
