Service Provider wants full ring before transferring to Voicemail Pro IVR menu 2

We are having some issues with calls not being transferred on our SIP trunk to our business. The tech gave us this:

We hear less than a 10th of a second of ringback, then 5-10 seconds of silence, then it immediately starts playing audio from the companies IVR menus, without ever hearing a full ring. I think if their phone system provided 1-2 seconds of ringback before playing the menu greetings, it would help anchor the call on the far end during the transfer

Anyone know how to accomplish this? We just have the incoming call route to our main number go directly to our VM:Frontend IVR message.

Yes,

setup a shortcode,
Code : *99,
Feature : Voicemail Collect
Number : "#Fronted IVR Message"

Then set the ICR to the Shortcode.

The # will give a double ring cadence before connecting to the node.
