Server software to auto-create Flash files?

I've done searches on Macromedia's site, but not finding what I'm looking for...

... Server software that can auto create Flash files based on a script.

Here are more specifics on what I need it to do:

On the server, a computer generated graphic illustration (TGA file probably) will be deposited into a directory from another system, once every two minutes. I need to process this file further graphically, proabably do posterization at a preset threshold. At this point, I think the file will need to be converted to vectors, though I'm not sure as there might be another way I'm not considering. This file will be concantenated with the previous 30 graphics (essentially creating a time lapse over a sixty minute periods). This time lapse will be the computer graphic over a black background, which needs to become transparent in the final assembly so a pre-made Flash background and pre-made Flash text-and-graphic overlay can be applied, and then the whole thing is made available on a website.

And, of course, this has to run continuously.

Is there a Macromedia/Flash product that can do autonomous creation in this way?
