Server problem ATTEMPT TO ACCESS DATABASE denied

Anyone seen this message? Have any idea what caused it how ot fix?

A little background: I am an administrator but the main admin is in Germany so it is hard to get any answers & anything done. I looked at the access control for DBs mentioned below but I don't have access to make changes.

Make a local OS copy of the templates to look at the ACL. If the 'guys' in Germany have removed a group called 'LocalDomainServers' from the ACL or altered the ACL for this group to 'No Access' then you will get these errors.
 
I'm not sure if I gave enough details, this only happens to 2 or 3 users in the whole org.

I check the ACL of a local OS copy & here are the stats:
LocalDomainServers=Editor;Create Documents, Read/Write Public Documents
[LocalDomainServers]=Manager;All

Any ideas?
