Server licenses

We have purchased 12 client access licenses on a per server basis. We receive an error that says we have exceeded the number of licenses purchased. When we examine the number of computers that are actively accessing the server it is no where close to that number. It appears that the number of units connected is not decramented when a computer signs off. Would like some assistance on what I am doing wrong.
 
Have you got it set as per seat or per server?
per server has a default of 5 I havent tried adding more licenses but you should be able to go in and change it to reflect the new licences.
 
I haave it set for per server at 12. I have log on and off on different computers and the number of users just keeps increasing and never decreasing, thus resulting in the error message saying that I have exceeded the alloted licenses. What progam should be loaded to make sure that each time a computer logs off it decreasses the amount of licenses used. Thanks for your help.
 
The Windows Licensing service is junk. If you know you're not exceeding your license, I would just disable the licensing service alltogether.
