Server Edition V9 - Server Primary offline services.

I am installing Server Edition solution in the following architecture:

1 Server edition primary V9_0_3_941

1 Server edition secondary V9_0_3_941

6 modulus of expansion (V2)

I have the following problem:

The primary Server Edition works for a while and then automatically disables the service of the "IP Office". Every time this happens I have to access "http: 192.168.42.1:7071" and enable the services.

Caution: The system does not have the licenses, I'm waiting for the Avaya generate licenses for Server Edition.

someone has gone through this problem? This is a characteristic of the system when not licensed?
