Server Edition Expansion User not logging in NoUser logged out

In testing, i have setup a few phones to register to a local expansion instead of the primary at remote sites. The resiliency will be much more effective as the local expansion has local trunks as well. If the Wan goes down, the expansion will stay operational.

The problem is if a reboot is completed at the expansion, the phones all register to the expansion but do not login the user. e.g. Extension 3501 has a user built on the primary but registers to the expansion. After reboot it shows "NoUser" 3501. I have a "Virtual IP Endpoint" license valid showing at the expansion.

Is there something missing here, or will this resilience setup not work as planned?
 
You hav to create the users on the expansion and not on the server in that case.
 
That seems to contradict the entire premise of registering the local users to an expansion. Is there not another more effective way to complete this?
 
Since Server Edition is technically just SCN and NOT a centralized system that is the way to go. If you have server edition select you can create all users and extensions on the primary server and configure fallback to expansions. Without select you can only fall back from expansion to server.
