Server Edition 9.1 Installation

I have installed IPO Server Edition 9.1 with Expansion Unit, the license coming as follows
1. the two server edition license is installed in the primary server
2. on the expansion just PRI Additional channels installed.

the server is working with expansion, is this correct or it must be separated, one server edition on the server and the other server edition license on Expansion.

Expansions get their licenses from the primay, with the exception of PRI channels and softconsole
