Server Busy - Windows2000

Hello Windows folks,
On a specific PC, everytime i start up a program, it causes
"Server Busy -This action cannot be completed because other program is busy.
Choose 'Switch to' to activate busy program and correct the program." error.

What is the gerenal cause or reason of this error message?
Is it memory related? faulty driver? or faulty installation of the program?
