No it will work for Rel 9.5 or later. Prior to that they did not tie the serial numbers to the Proc so to speak. I might be mistaken on this but I am fairly sure that is the break point.
just for clarification: prior to r10, circuit pack serial numbers didn't have any meaning related to licensing because there was no rfa nor license files. all licensing tasks were done manually by avaya staff using remote access.
as for license serial number, it is not necessary a processor circuit pack serial number. for g3csi (prologix) it is true, for g3si license number is a serial number of tn2401 network control/packet interface circuit pack (which means you can easily replace tn2404 processor board if needed without losing licenses), for g3r it was tn1648 sysam circuit pack. with newer s8xx0 media servers, picture becomes a bit more complicated: for s8500 and s8700, license number is tied to serial number of one of the ipsi boards (there may be more than one board but only one is used for licensing), for s8300/g700 and other gateways license is tied to serial number of the first gateway, whether it is g700 or g350 or g250.
