Send emergency tone over loudspeakers

Don't know very much about paging/loudspeaker systems. We have a Valcom setup with multi-zones. Our safety director has asked if there is any way we can send an emergency tone or series of beeps across the loudspeakers to warn of impending weather/emergency situations. Would we need some type of hardware attached to the system to generate the tones? We normally dial a TAC for each zone or we have one code set up to access all zones. Any help is appreciated.
 
We use a MTS model 5120 weather radio with built-in relay connected to a Mackenzie Minimac that is then connected to the paging amp. Totally independent of the PBX. When the 5120 detects alert tones, it trips the relay and causes the Minimac to play a pre-recorded announcement (could be tones, whatever you record) over the paging system. Hook up the output of the Minimac to the input of the paging amp for the all-zone paging.

 
I would look into the Viking Electronics Model DNA-510. Does some amazing stuff.
