Depends on what the end user would like. WE use all types of exporting with a slant towards Excel, as most of the people need to further analyze and manipulate the data. This would also change the exporting format of your Crystal Report, as subtotals and other data may not be needed in the Excel format.

PDF will probably be the easiest to create and look the most like the original report, depending upon your Crystal version.
You might also supply them with a Crystal Viewer, there are freebies and modestly priced ones that will provide the best printing, and allow for the advanced features of Crystal:
