Send As Permissions on Public Folder

Exchange 5.5 NT Server 4 both with latest service packs

I have followed the Microsoft directions for allowing a user to use the Send As feature for a Public Folder address. Article Q152113


However, the Outlook client returns an error,"user does not have permission to send as" when that user attempts to send a message with the Public Folder address in the From field.

Has anyone else had this problem? The real dilemma is that when I grant the same rights to another user they have no problems sending as that address. Any suggestions? What am I missing?

 
This is a shot in the dark and I haven't read the Q article you mentioned... perhaps the user and the pub folder are on different home servers. Perhaps a replica needs to be created from the home server of the pub folder to the home server of the mailbox. I dunno. Sorry.
