Security Tab Not There

I am trying to restrict the user permissions in Internet Explorer (5.x). I log on as Administrator, most machines show the security tab (under properties), but others do not. How do I get them to appear?

Windows 2000 Prof SP1-SP3, Machines vary
IE 5.00.3502.1000

Are they running FAT32 file system or NTFS? I suspect they are running FAT32, which does not support security tab...

Conversion is easy...

Open a command prompt and type,

Convert driveletter: fs/ntfs
