Security lock down help

Here's a good one. I need a way to install an administrative rights only to a Windows 98 SE operating system. We have some sub-contractors that like to add and remove key operating files from the system, and then deny they do it. I would like to find a way to make a password protection to add or remove system files, or even to install new programs. I can give each person a log in, but that also gives full access rights. This may be a simple issue to resolve, but I am kinda new at this and any info would be great. Thanks.

enable User Profiles so people will have to use a password to log in and deny them access to your specific folders
 
I tried local log in's, but you just click cancel and you are in. The poledit option may be good, but I have to read more into it. And yes, it would be great to get rid of the trouble maker, but it isn't my call. See, we print graphics ans stickers from this machine. If it goes down, nothing gets done. When I started here 2 months ago, it wouldn't even stay booted up for 5 minutes. I have cured all but the morons who delete files. Thanks for the tips.
 
If you are willing to have two (2) hard drives on your machine, the following may be an elegant (and inexpensive) possibilty for your considerion.

A tool known as "deep freeze" can lock down an entire drive to the point of being annoying for even the most basic exceptions (for this reason a second "open" drive is highly recommended).

Users can download, install, delete whatever they want but a properly configured setup returns everything (on the protected drive) back to the way it was before. It essentially restores or re-images everything back to the lock-down baseline. Nothing goes missing and nothing new gets to remain without having to 'unfreeze' (password protected) your configuration setup first.

Read the testimonials and you will quickly get a sense of the control possibilities (often very notably inconvenient even for an administrator) with this tool.
