Secured Windows 2000 Server - Definition ?

Hello All,
I'm attempting to write a policy for third party
applications on our network. In the process I have come
across the following article;
loy/dgbe_sec_szqz.htm
Which states applications should run on a secured Windows
2000 Server. I am now looking for what Microsoft defines
as a "Secured Server". Have done quite an extensive search of Microsoft but can find no concise definition, can anybody point me in the right
direction ?
