Secure sites will not load.

I have been trying to load a secure web site and it fails consistantly. From what I am told this used to work but this was last year. I am using IE7 and have it configured to use SSL 3.0 and TLS 1.0 and have even tried using SSL 2.0 as well. I have tried everything I have found from MS and a few others but nothing seems to get this site to load consistantly.

even from another PC? how about another browser, e.g. FireFox?

Have you checked that the date/time on your computer is correct? That's always been the number one reason I've seen for not being able to connect to HTTPS sites.
