Secure file shredder recommendation?

Not looking for anything fancy or extremely full featured. I just want a basic file shredder for security purposes. The main 3 requirements are:

1 - Inexpensive (preferably $20 or less; freeware or shareware would be awesome!)

2 - Integrate into right-click menus for on the fly, secure file deletions

3 - Relatively fast operation

Any recommendations of software to check out? TIA

Also,

You are able to remove, most of the time, stubborn files that normally will not delete.
 
That's a pretty cool utility, but I'm not sure it's exactly what I'm looking for. What I want is a file shredder which securely deletes files with no chance of recovery. Thanks for the link, though.
