Secondary drive partitioned on W98 install?

If you do an install of W98 on a machine with a secondary hard drive, does that secondary drive "automatically" get partitioned? Someone was working on my machine, putting W98 on a new hard drive and claimed that this happened to my old drive!

Installing Win 98 does NOT repartition drives.
This has to be done with fdisk or third party software specificaly designed for the job.

sounds like someone set it up wrong and fdisk or formated the the wrong drive
