Secondary DNS zone transfter issue.

I am trying to create a seconday zone for an existing zone in the same domain. I have several other zones and they work just fine. When I complete the secondary zone configuration wizard I get the following message:

Zone not loaded by DNS server.

The DNS serer encountered a problem while attempting to load the zone. The transfter of zone data from the master failed.

Correct the problem and press F5, or on the action menu, click help.

I have the zone transfter option enabled and included the secondard DNS server as one of the Name servers.

Anyone have any idea how to resolve this problem or what might be causing it? Thanks.

The server you are transferring the zone from needs to allow zone transfers to the server which will host the secondary.

Check the properties of the zone on the master server and select the zone transfers tab.

That has been done I still get the same error.
