Secondary Dial Tone?

We would like the IP403 3.2 system that we are playing with to present as did our old Avaya analog system . Off hook one dial tone (high), dial 9 (or line button) standard dial tone. We've tried to enable "secondary dial tone" in [9] codes but that doesn't seem to do the trick.

Thanks for any help you can give.
 
The IPO has the same pitch for internal and external dialtone. It can be confusing coming from a Partner/Merlin as you may think you are instantly connected to an outside line, but you are not.
 
The tones were the same on 3.0, since 3.1 the internal and external ones could be different, depending on locale.

The right sintax was: [9]XN/dial/N to specify the external access code, then 9/secondary dial tone/. to match that 9 to the tone.
