Secondary Dial tone issues 3.2.54

Have a IP Office unit with 3.2.54. Have a secondary dial tone short code set as: 9 . secondary dial tone.

The problem is that every time a incoming call comes into the T1 and a user wants to reach and outside line...they can't. They'll either pick up the call coming in, or the call get disconnected. I've tried everything that I could think of. Even monitor doesn't display anything. Any help would be appreciated:

Are you trying to transfer to an outside line or use DISA of so type?
 
All that is happening is a call is coming through on the first line and if you wanted to hit 9 to dial an outside line then pickup, you answer the call. Even if the call is a DID. Everyone for some reason can still see the call.
