second line rings busy, when first line is in use

hey guys,

2 phones have this problem. all the other phones are fine, if first line is in use, a 2nd call coming in will ring key 01 on the phone.
the 2 phones are programmed exactly the same as the others: namely lhk 1. CLS is identical too. what gives? am i missing something completely obvious here?

this is not the controlling set of 829. there is another appearence of this set with MARP of 829 prolly on key 0.

prt dnb 829 in ld 11 and check TN of other set.
