Searching for Proxy Settings 1

I'm running Windows 98SE. My DSL provider is SBC (yeah, my tough luck.) I have 2 machines on my home ethernet network, connected with a small OEM rounter. When I open IE 6 I get a message "searching for proxy settings." Takes a minute or more and then my home page loads with no problem. I've checked every Windows networking setting I can find, and see no place where I've selected a proxy server setting. This is quite annoying, anyone have any ideas? One more thing, I use Norton firewall, but since this started I've disabled it.
