Basically what i want to be able to do is run a program that will seach a specified notes database for the occurance of a filename that is an attachment somewhere within that database, and return either a yes/no to wether an attchment with the specified file name exists in that database.
Any ideas how i can do this? I guess i'll be going down the 'API' route but has anyone already done something like this or have an idea how to do it?

What would be even better is the ability to, if the desired attachment was found, automatically download it out of the database to a folder on the local drives. Again any ideas about this would be most helpful.

Definitely the C++ API. I have not done this, but I know it's possible.
